Ecological Benefits Under The Perspective Of Sustainable Development Research

This paper will focus on the ecological welfare defined as the ecological needs met degree, which is the present and future welfare influence of the changes of ecological resources and environment on social members in a country or region in a certain period of time. Since the reform and open policy, our social sustained and rapid development of economy and people living standard have improved. But the ecological environment is deteriorating and the serious ecological contradiction of growing demand and insufficient supply is more and more serious. It not only causes the ecological welfare to suffer from serious damage, but also seriously restricts the sustainable development of the economy. So, it is important to study the ecological welfare, as their government’s macroeconomic regulation and control of objectives, for the sustainable economic development. However, the study of ecological welfare based on sociology and ecology, the study on the ecological welfare of economics in our country is a blind area. In this situation, from the point of view of the economics, combined with the research situation about the ecological welfare, this paper makes full use of the Marxist political economics thought, the western economic theory, welfare economics theory, the sustainable development theory, and so on, constructing ecological welfare of economic theory research systems. Meanwhile this paper’s research object is the economization of ecological welfare.Economic sustainable development is trying to minimize the cost of the society and ecology in the direction of the sustainable development.Its basic connotation is the economic development to minimize ecological resources costs in the premise of human welfare. Therefore, the measure of sustainable economic development not only emphasizes the economic growth of the quantity accumulation, but also pays more attention to improve the quality of economic development, which is to improve human welfare and to make the ecological healthy and sustainable. To measure a regional economy is in a state of sustainable development needs to work out the sustainable development index.Ecological welfare reflects the relative changes of the social welfare and ecological consumption, carrying lots of information in the economic, social and ecological aspects.So, the ecological welfare can be used as a measure of economic sustainable development.Based on studying ecological welfare and Daley ecological and economic welfare of formula and according to the United Nations millennium ecosystem assessment of the welfare benefit evaluation framework, this paper integrates the application of human development index and ecological footprint method to construct the ecological welfare index and evaluates comprehensively the sustainable development of regional economy from the economic, social and ecological aspects.Ecological welfare index provide a new perspective for measuring the sustainable development of regional economy.Shaanxi province is in the important position in western China development strategy, as the demonstration and leading role for the development of the western region. So, using the ecological welfare index method to study the economic development of Shaanxi province sustainable situation, for the western region and the whole of China’s development has strong practical significance. The results of the study show that:1990-2009, Shaanxi human development index and per capita ecological footprint have increased with the economic development. Ecological welfare index has increased steadily after the first wave change then declined. The economic sustainable development of Shaanxi province to enhance has experienced weakened to abate the change, so the overall trend is still weakened. This suggests that along with the social economy development of Shaanxi province level increases, it’s not yet out of resources and environment development mode of the high debilitating. Shaanxi economic growth has an important contribution on welfare increase, and is still in the economic growth brings the rise of social welfare increase tunnel, but the ability to have decrease trend; although the benefit threshold of Shaanxi economic growth is not coming, it approaches. Shaanxi should not just pay attention to economic growth, but also to health care, education and the protection of the ecological environment to realize the sustainable development of the social economy.
