Resource Constraints And China's Economic Sustainable Development Research

In recent years, as the price of international resources continues to rise and domestic resources self-sufficiency continues to drop, the restrictive function of resource constraint to economic growth becomes more and more obvious. There are two keys:the contradiction between supply and demand of domestic resources is sharp and inefficient use of resources leads to huge waste of resources. In addition, the conflict between increased demand for resources and a short supply of future resources further faces huge potential resources constraints in the future economic growth.Faced with the increasingly stern situation of resource supply, the cost of sustaining the high speed of economic growth is increasing, it is more and more urgent to transform the economic development pattern and follow the sustainable development path. Based on the analysis of the causes of resource constraints, the thesis establishes a theoretical framework to achieve sustainable development, systematically analyses the important role of market allocation of the resources in the resource efficiency. The thesis has proved that changing the mode of economic development from extensive growth to intensive growth is necessary to achieve sustainable economic growth. According to this frame, this thesis points out that there are main causes for the forming of resource constraints. The government grabbed the power of resource allocation in the past; overtaking strategy leads to loosen economy development; the industrial structure is unbalanced; the price of resources has been distorted in the long-term; the resource in the enterprises is inefficiency; the fast development of the energy-intensive industries leads to excessive consumption of resources; the supply for resources is grim, and there is potential threat of a shortage of resource supply in the future. It is the only way to relieve the resource constraint that we should realize the efficient use of resources and transform from extensive economic growth to intensive economic growth. However, deeper resource constraints bring out further imbalance of Chinese economy, strengthen the extensive growth way, increase the difficulty of the transformation of the economic development way.Faced with the complicated reality, the thesis presents that the first way to realize sustainable development is to slow the pace of economic growth, to turn the focus on the industrial restructuring, upgrading, technological progress and efficiency improving. Then the government should define the function range of government and realize the commercialization of the resource allocation to make the market mechanism be able to work in the Chinese resource market. The government can manage the price of resources by the indirect means, complete sustainable development-oriented technology system, develop new energy resources and realize the diversification of the resources.
