| During the past more than32years since the reform and opening up in1980s, the small-scale private-owned enterprises has rapidly developed in quantity and quality, with the reform and opening up policies and the constant development of the market economy. There are a great number of small-scale private-owned enterprises in Sichuan, with flexible business operation modes.In the post-disaster reconstruction and under complicated and changeable market competition, they have their own particular advantages in absorbing surplus labor, stimulating post-disaster reconstruction market, promoting free competition and play a significant role in enhancing the economic growth of Sichuan province. Developing the medium and small scale enterprises is of great significance for the economy of Sichuan province. However, because the small scale enterprises are not well supported by the provincial government, many problems exist in the small enterprises on management, technology, capital, etc. The writer has some experiences in self-employment and has met the difficulties in various aspects during practical work, so this subject is selected for the paper.There are many existing documentation and literature on the problems concerning the development of small-scale private-owned enterprises. Most of the researches are focused on macro and theoretical level. Since the writer is a self-employed student and just needs a conceptual understanding of theories, this paper emphasizes on how the small-scale private-owned enterprises break through the development bottleneck in micro and practical level from the angle of self-employment and practice. This paper makes researches on how the small-scale private-owned enterprises get out of dilemma under the policy support and relevant suggestion for optimizing the policy support by adopting the research method of combining documentation and practical evidence with a logic thinking way of problem proposal, current situation representation, problem analysis, policy suggestions and problem solving. The paper is composed of five chapters: The first chapter gives the definition of small-scale private-owned enterprises and describes the economic environment as well as analysis on difficulties faced by such enterprises in Sichuan and points out the development significance and purposes of those enterprises.The second chapter is a general review on literature and documentation of the national and international researches, and points out that the primary problem that the small-scale private-owned enterprises are encountered with is the external environment.The third chapter presents development situations of small-scale private-owned enterprises and especially those in Sichuan. At the beginning of this chapter, the development changes and functions are introduced in various stages since the.reform and opening-up. Then the general introduction, the situation and scale, the regional and industrial distribution characteristics and functions of small-scale private-owned enterprises are given.The fourth chapter is analysis on internal and external environment of small-scale private-owned enterprises in Sichuan. It concludes the internal environment problems from the angle of practice, and points out that the difficulties of external enterprise environment such as inadequate government support policies and lack of encouragement and restriction systems, etc.The fifth chapter specifies policy support optimization to the small-scale private-owned enterprises. It puts forward the optimization policies based on systematic thinking. Through policy support, the government helps the enterprises to improve management ability, production technology and market competitiveness, and enterprise coordination ability, and then gradually establish and improve the socialization support and service systems, explore tax assessment systems, and promote rapid, healthy and sustainable development of small-scale private-owned enterprises in Sichuan. |
