| In June1999, the new chief of International Labor Organization (ILO)Juan Somavia firstly proposed a "Decent Work" concept. Since then, the organization and its members are making unremitting efforts to achieve the worldwide "Decent Work". And the concept continued to be spread, developed and widely recognized by more governments and people. To achieve the majority of workers’"Decent Work" has become an important pursuing goal of different governments."Decent Work" is the emergence of new forms of independent work following the original of human labor, slave labor, lord of labor and wage labor. It is a criticism, inheritance, innovation and development of all previous forms of labor, which is by far the most progressive human forms of labor. The proposal and implementation of "Decent Work" is another identification of human civilization and progress.Since China’s reform and opening up in1979, hundreds of millions of migrant workers have been flocking to large, medium and small cities, and actively participating in the development, construction and services in all walks of life.31years of reform and opening up of China have made remarkable achievements, and the cities have undergone a tremendous change. To a certain extent, it is the concentration of prolonged hard work and dedication of hundreds of millions of migrant workers. For many years,"Migrant Flood" has become the image of the metaphor of a mass movement and transfer of rural surplus labor in China. Thanks to the advantage of low labor cost, Chinese economy maintained high growth for up to31years. The people who have an optimistic attitude in Chinese economy development believe that hundreds of millions of rural surplus labor force will be one of the major driving forces to ensure the future of China to maintain steady economy growth.However, since the second half of2003, the "labor shortage" phenomenon occurred for the first time mainly in the southeast coastal cities. In the past few years, it was intensified and gradually developed into a regional and even national "labor shortage". Thus, a debate about whether Chinese "Lewis Turning Point" has come has been going on endlessly. Today, society’s general concern about migrant workers caused by "Labor shortage" has become one of the most popular topics. Basically, people discuss the concept of "labor shortage" phenomenon from the right maintenance, welfare income, institutional policy, education status, demographic change, economic restructuring and changes in other aspects of labor.With theoretical research and field surveys, we have enough reasons to believe that the "labor shortage" reflected, to some extent, that the migrant workers failed to achieve the desired "Decent Work". Furthermore, they choosed "voting with their feet", which is one of the important reasons that led to many enterprises "recruitment difficulties ". Since2008, General Secretary Hu Jintao has repeatedly stressed the need to improve labor protection mechanism to enable workers to get "Decent Work". It reflected that our government payed more and more attention to "Decent Work ". So, how about the "Decent Work" status of migrant workers in China? This is the center question of the paper to answer.In this paper, on the basis of summarizing the "Decent Work" and the urban employment of migrant workers with relevant research, through questionnaire designing, sample setting and empirical researching, I try to consider and assess "Decent Work "level from the perspective of the four strategic objectives of migrant workers in L area, and finally propose appropriate measures and countermeasures.This paper includes five chapters and makes out the key idea step by step.The main feature of the paper is:First, the "Decent Work", as a hot topic in society today, has not been researched for a long time and there is little conclusions and consensus about it, which provides a better space and opportunity for this study. And the proposed measures and policies are expected to have some guidance and practice. Second, I carned out comprehensive field research and theoretical studies to achieve "Decent Work" countermeasures, wanting them to be the beneficial exploration and practice on realizing the "Decent Work" of migrant workers; Finally, this research on "Decent Work" concept in the further dissemination and development of China is expected to play a role in promoting implementation.Indeed, in the process of writing this article, there are some inadequacies: First, concerning "Decent Work" study, it has not yet to reach a consensus at home and abroad, and there is no uniform evaluation model and measurement indicators. Thus, about data collection and documentation in the reference area, I have encountered some bottlenecks. Second, due to the limited sample size, the conclusions may have the inevitable limitations of a certain to comprehensively and objectively reflect "Decent Work" status of the migrant workers in China. Third, because of the limited subject and level of accumulation,"Decent Work" in the measurement and evaluation as an important and complex subject requires study and work in the future to continue to make in-depth study. |
