The Comparison And Analysis Of Effectiveness Of Trade Policy In China, Japan And Korea

With the development of world trade and strength of the economic globalization,the trade policy is more and more getting the attention of other countries in the globalrange. Trade policy is the important component of the basic policy and trade policydetermines the national economic operation and development in future, especiallyafter the world financial crisis, countries tend to use more flexible and effective tradepolicy to promote domestic employment, keep steady economic growth and optimizethe domestic structure. At this time, the research of trade policy is particularlyimportant.China, Japan and South Korea are the important parts in East Asia.They areclosely linking to each other and have deep orign in history. In the developmentprocess, foreign trade has played an important part in history, playing an importantrole in promoting economic boom. At present, China, South Korea and Japan are indifferent stages.There are a certain progressive relationship among them in industry.Through the research of Japan and South Korea trade policy we can find someproblems we should pay attention to and it will be a good reference to formulate andchoose the trade policy.And the free trade area of China, Japan, South Korea isfounded more quickly which makes the trade policy research more realistic nowadays.This paper firstly summarises the evolution of world trade theories and thedifferent trade policies of countries, then simply sums up the characters of tradepolicy and development trend under the framework of WTO.Afterwards the paperintroduces the different trade policies of China, South Korea and Japan in historicalstages, analyzes the reason of trade policy changes and how to promote the economicdevelopment, raise the income, optimize the structure.Later by using statistical,international economics and international trade theory, combine qualitative analysisand quantitative analysis to construct evaluation index system of trade policyeffectiveness on the basis of previous studies.The paper has already used the fuzzycomprehensive evaluation method, the effect coefficient method and analytichierarchy process in data processing, totally adopting evaluation index12in order toanalyse the trade policy effectiveness of China, South Korea and Japan in differentphases.The results show that China in stage of2002-2010, Japan in stage of1956-1973and1974-1995, South Korea in stage of1980-2010has effective tradepolicies. Finally, according to the analysis of specific trade policy of China, Japan andSouth Korea, it suggests which trade policy we should choose nowadays faced on theactual situation and complex international situation. It includes that: we shouldcontinue to promote trade liberalization in the current framework of WTO, guidingthe enterprise to go over the world; protect our current childish industries to supportits development and expansion; Strengthen the communication of China, Japan andSouth Korea economic circle and promote the Free Trade Area establishing;combine the trade and industrial policy to upgrade the industrial structure. The governmentshould draw up and implement appropriate trade policy to make up the deficiency ofthe market economy and encourage the development of the enterprises in our countryand the industrial structure constantly upgrading.
