Sichuan Regional Innovation Capability Evaluation Index System And Case Analysis

With the intensification of economic globalization, regionalization of economicdevelopment is becoming more and more obvious, one of the main features ofregionalization to become the world’s economic development, the region is graduallybecoming an important foundation for coordinated economic development. Buildingan innovative country, not only to build a national innovation system, to enhancenational capacity for independent innovation, but also attention to the distinctiveregional innovation system. Regional innovation system (Regional Innovation System,referred to as RIS), is an emerging theory that began in the1990s, it draws on thetheories and methods of the national innovation system of regional economic theoryand innovation theory the combination of innovation and to study a specific region ofa country to enhance regional scientific and economic competitiveness. Innovation isthe main driving force for regional economic development. Construction of theregional innovation capacity and regional innovation system is increasingly becomingthe decisive factor of regional competitive advantage. Therefore, how to evaluate andenhance regional ability to innovate, promote regional economic development, andconsistent with national and regional economic and strategic objectives has become animportant topic.Therefore, how scientific and objective evaluation of the regional innovationability to analyze the differences of regional innovation capability, to clear its ownadvantages and disadvantages of each other to find solutions response has importantpractical significance for each region of Sichuan Province, on all levels of governmentto develop regional economic development and technological innovation policy toestablish improve their regional innovation system, and deepen the development ofthe western, driving west and fast economic growth, with a very important guidingsignificance. In this paper, the theory of regional innovation capability based on theestablishment of a regional innovation ability evaluation index system. Measure to the evaluation index system, using the analytic hierarchy process and the comprehensiveevaluation method and a quantitative analysis of regional innovation capacity inSichuan Province’s21City, State2007-2008, gives a comprehensive evaluation of theresults, and enhance the Sichuan Regional innovation Ability and recommendations,as well as government level security measures in all regions, in order to provide thebasis for the development of regional economic and technological developmentpolicy.
