The Establishment And Evaluation Research On Regional Innovation System

The research of Regional Innovation System (RIS) is combined regional economics theory with innovation theory, which is about the problem of innovation in specific space and time, and achieves economic development in a region through innovation. To adapt the requirement of regional optimization and specification, a lot of cities and districts are starting establish innovation systems regionally.This article introduces the development of innovation system research at first. In the second chapter the connotation of RIS has been discussed in general, including the qualification of its establishment, the fundamental principles of its construction, and the operation mechanism. Chapter three focuses on the evaluation of the capacity of regional innovation. First a complete and independent index system is set up and then putting forward a proposal of using weighting method. Chapter four modifies the system and theory of evaluation at first, and then utilizes the conclusions above to analyze the situation of Shandong in China. Finally this paper analyses the situation of the regional innovation construction in this country, and put up pieces of suggestion to enhance the capacity of regional innovation.Regional Innovation System is a new but rapidly-expanding concept. A lot of studies have been done on the establishment of regional innovation system. This paper takes the establishment and capacity of RIS based on the seventeen cities in Shandong province as the object. The innovation of this paper is that modifying the existing evaluation index, then applying it to evaluate the capacity of innovation in the different cities, and analyzing the comprehensive capacity as well as the concrete ones.
