Research On The Development Policy Of The Mountainous Areas Of Guangdong

Guangdong is an economically developed province, and it’s a mountainous province too, whose Mountain area is66percent of Guangdong’s total land area. The province has52mountain counties, the few of which are located in the Guangdong Pearl River Delta region (Zhaoqing, Huizhou, Jiangmen), the others are located in the east, the west and the north of Guangdong, and the area of the northern Guangdong is the most extensive. With the contrast to the developed coastal areas of Guangdong such as Pearl River Delta, the economic of it has always been seriously lagging behind. Since the reform and opening-up policy, the economic disparity between Mountainous area of Guangdong and Pearl River Delta region has been in existence and never shrink. From the gap of per capita GDP, Pearl River Delta region’s per capita GDP in1995is about11800yuan, and the per capita GDP of mountainous area of northern Guangdong is only3889.02yuan, at that time Pearl River Delta region is three times the per capita GDP of mountainous area in North of Guangdong. And in2010, when the Pearl River Delta region’s per capita GDP is72300yuan, the per capita GDP of mountainous area of northern Guangdong which breakthrough ten thousand yuan reached20300yuan, Pearl River Delta region is still3.5times the per capita GDP of mountainous area in North of Guangdong in2010. So even after15years of development, the economic disparity between Mountainous area of Guangdong and Pearl River Delta region never changed and has been larger. Moreover, from the per capita GDP of the singe mountainous county and the county in rich area, the gap is even larger. The county which has the highest GDP per capita is over ten times as the county which has the lowest GDP per capita in the province. Even the economic development of some mountain counties in Guangdong is poorer than the mountain area in mainland and the western. The lag of mountainous area severely restricts the development of Guangdong’s economy to accelerate, and affected the release of the overall energy of Guangdong economy.Facing the problem of the mountainous area of Guangdong lagging behind seriously, Guangdong provincial government had been aware that the development of mountainous area should be put on an important strategic position as early as the1980s. So in the following ten years (from1985to2010), Guangdong provincial government successively introduced a number of policies and adopt a series of measures to make the economy of mountainous area more dynamic. It’ for sure that Guangdong provincial government had introduced a full range of policies for the development of the mountainous area, from the temporary and loose support to the system based and centralized support, from the single economic support to the entire development support, which has the unprecedented dynamism. After the introduction of these polices, the economic appearance of mountainous area in Guangdong has improved and the level of economic development also increased. But there are also limitations on the effect of the implementation of these policies, from the comparison of several major economic indicators in recent years, the economic disparity between the mountainous area of Guangdong and Pearl River Delta region still exists and is far large. Therefore how to make the development of the mountainous area better after the introduction of series of polices becomes the topic of the paper.The author explored the defects of the development policies of the Guangdong mountainous area from three aspects which are the policies made by Guangdong provincial government for the development of the mountainous area, the special policies contacting with the development of the mountainous area (such as Industrial Transfer Policy of Guangdong and Fiscal Policy of Guangdong) and the policies made by the mountainous area government for its own development. During the discourse, the example of Yunfu, the typical representative of the Guangdong mountainous area, is used for the specific elaboration on the problems of the development policies of Guangdong mountainous area, hoping to find the reasons to the limitations on the effect of the implementation of these policies. And according to the defects of the development policies of the Guangdong mountainous area, appropriate recommendations to optimize and adjust policies are given to improve the development of the Guangdong mountainous area, to narrow the gap between the Guangdong mountainous area and Pearl River Delta region and to achieve the goal of regional balanced development in Guangdong.At last, the author thinks that, in the suggestions of the optimization and adjustment on the development policies of the Guangdong mountainous area, there are several breakthroughs and innovative ideas:(1) the policy thinking of the Guangdong mountainous area’s integrated development along river is proposed, such as the concept of "the western mountainous area should be added to the development policies of the Guangdong mountainous area;(2)the policy thinking of expanding the economic circle of "Guang Fo Zhao" to the economic circle of "Guang Fo Zhao Yun" is proposed, establish the basis of integration "Zhao Yun" at first and then build the integration mechanisms of the linkage cooperation for the four cities of "Guang Fo Zhao Yun", so as to make the Guangdong provincial government to consider on the mode of driving the development of the mountainous area with the help of the more developed regions and increase the cooperation between the mountainous area and the adjacent developed areas;(3) in connection with the development policies of Yunfu, the appropriate optimization and design is proposed on the economic circle of "Guang Fo Zhao Yun". As having the limited level of theory and social experience, the author should admit that the above ideas is still immature,most of them should be criticized and corrected by the academics and the departments of Guangdong provincial government.
