Sales of refined oil products is the oil industry’s last step in the oil production chain andit is also the most important step in the entire oil industry to achieve the industry’s valueobjectives. China’s refined oil market in recent years has developed very rapidly. After theopening up of the refined oil wholesale market, domestic refined oil market has changed fromwhat used to be the market solely controlled by only two oil companies: PetroChina&SinoPEC Groups to a now more diversified retail sales market. The market has seen moreand more increasingly competitive competitions from other retailers.PetroChina fuel Card is a type of IC card developed by China National PetroleumCorporation. It’s a new "electronic money" and it’s a measure to improve overall customersatisfactions by allowing customers to pay for fuel electronically. Refined oil retailers mustlearn more about the various needs of customers in order to serve them effectively.Only raising our requirements can we provide more effective marketing strategy andsuperior customer service. This article systematically analyses the current marketing strategyand sales management status of China Petroleum Harbin Branch and the role its old IC cardfuel played. The article puts forward the needs to improve current marketing managementstatus with new ideas and new sales strategies. Second, a comprehensive, detailed analysisthat emphasizes the importance of current IC card in today’s oil market and its advantages anddisadvantages. The detailed analysis is based on the problems that China petroleum HarbinBranch’s old IC card were facing, and how we can comprehensively improve our customerservice, as well as finding strategic solutions to various issues.
