With the continuous development of globalization, especial our country joining WTO,Our enterprises participate in international competition, we have learned more foreignadvanced capital management methods and ideas. Centralized management of fund andcapital operation in some large enterprises have developed quite mature, It not only stronglysupports for the enterprise internal management, but also develops a variety of financialfunction and it can influence part of economic and financial environment in the enterpriseinternal management. But in China the development of centralized management of fund isstill in relatively early stage. Fortunately, we have realized the importance of centralized fundmanagement, and through development of ten years, our centralized fund management levelhas already begun to take shape model. It is one of our achievement of centralized fundsettlement management system in many large and medium enterprises. Centralized fundsettlement management system mode is commonly used in the capital management ofenterprise, from the enterprise point of view, the centralized fund management level, in acertain extent，can decide whether an enterprise production and operation status is healthy orwhether it has the ability to continue to grow and to develop. Therefore, the centralized fundmanagement system is an important part of enterprise management, especially for largecompany group, we should pay close attention to it.We studied the role and function of fund settlement management center in the oilfieldenterprises. Firstly, the article describes the status of the centralized fund settlementmanagement system from its business position, organization structure and business operationin the fund settlement management center of Daqing oilfield. The article analyzes the cause ofexisting problems.Secondly, The article also analyzes the cause of existing problems from amacro and micro point of view of the centralized fund settlement management system in thefund settlement management center. We put forward the optimization scheme of thecentralized fund settlement management system in the fund settlement management center ofDaqing oilfield, including reposition of centralized fund settlement management systemfunctions and scope; and seek the beneficial complement of organization structure underexisting system, establishing the virtual account in business operation and financial budget for the capital planning, and analyzing the effect these optimal scheme.Finally, the article pointsout the smoothly implementation measures of the centralized fund settlement managementsystem in the fund settlement management center of Daqing oilfield.
