In June2004, the Basel II bank put operational risk into the measurement of the commercial banks to venture capital and regulatory framework, and operational risk, market risk and credit risk becomes the bank of three risks. The same year, the Industrial and Commercial Bank of China issued the "operational risk management framework, which marks the China Industrial and Commercial Bank of China to become the first formal supervision and management of operational risk in our financial system into the specific agenda of the Bank. With the large number of cases of operational risk exposure, operational risk is growing concerned and it is cause more severe test for China’s commercial banks on operating risk prevention. Of a late start, China’s commercial banks on operational risk management are not high, which led to bank operational risk has occurred frequently, seriously damaged the image of the banking sector. In the face of the trends in increasingly fierce competition in the banking sector, China’s commercial banks should take effective measures to prevent operational risk so that reduce losses and improve the competitiveness of its great significance. At last, how to take scientific and effective measures for operational risk and improving the level of operating risk prevention are particularly important.In this paper the method of writing from the perspective of qualitative analysis on the general theory of operational risk management and operation of risk management, quantitative methods in detail, while China’s commercial banks operational risk management problems and their causes, and from the quantitative analysis point of view, the use of mathematical quantitative indicators, the calculated results use Eviews3.1software, making the results of qualitative analysis is more reliable, but also reflects the method of combining qualitative analysis with quantitative analysis. Expounded China’s commercial banks operational risk management issues and causes analysis on the basis of an empirical analysis of China’s commercial banks operational risk management and validation, reflecting a combination of empirical analysis and normative analysis. Measure of domestic and foreign operational risk management research and application of the model to compare relevant data to representative earlier Pudong Development Bank and China Minsheng Bank, two banks listed comparative empirical theory, which summed up the representative of the countermeasures, operational risk management to prevent commercial banks in China reflects the comparative analysis.This article first conducted a literature search and reading, conducted a systematic review of current risk management of commercial banks operating theory and empirical methods. Describes the definition of the risk of commercial banks operating in China, the characteristics, classification, identification theory, and operational risk management theory, and thus the operational risk management measure for analysis raised the problems and causes of the current risk management of commercial banks operating in China. Followed in order to better improve the preventive measures of the risk management of commercial banks operating in China, this article use the income in the top-down method in the basic indicator approach and the CAPM model further empirical research on operational risk management, to facilitate data access to, and better comparative analysis of selected domestic representative listed earlier Pudong Development Bank and China Minsheng Banking Corporation as a research object, obtained by comparative analysis of the operational risk capital under the revenue model and the basic indicator approach results of the comparison required under the operational risk capital. Finally, according to the theoretical basis and empirical analysis of the results raised from the train the employees conscious awareness of operational risk, improve operational risk prevention capability of China’s commercial banks, improve the design of the system, the establishment of clear organizational structure, upgrade the system functions, optimizing product design and improvement of China’s commercial banks external constraints, the establishment of long-term mechanism to guard against operational risk, such as the suggestions of the five aspects to prevent China’s commercial banks operational risk management.
