Research On Land Intensive Utilization And Economic Development In Cointegration Of Haerbin City

Land is the basic resources which the human society rely on the survival and development, and the substance of the carrier of urban economic development. The development of urban economy cannot leave the land, the land use reflects the main process of interaction of human and land, rational utilization of land resources is the important support to the development of urban economy. In recent years, with the acceleration of urbanization, the urban land demand continues to increase, urban land expansion brought by the development of urban economy will to occupy cultivated land for cost, the cultivated area decrease will influence not only the food security problem, and the impact on the country’s ecological security and social security. Therefore, the development of urban economy can only based on this land character that the city land area is finite, which require us to realize the city intensive utilization of land. On the one hand, urban land intensive use is a basic way to alleviate the current contradiction of land demand of economic and social development and cultivated land protection, and also is the inevitable requirement to promote our country’s city health development and sustainable development. On the other hand, the development of urban economy, also will in turn affect urban land use quantity and structure, and then influence urban land intensive use. Therefore, to characterize the relationship between urban land intensive use and economic development comprehensive profoundly, becomes an urgent problem to be solved of the theory and reality.Combining with the actual situation of Harbin city, based on the analysis of the current situation of urban land use and economic development, first of all,the paper respectively evaluate urban land intensive use level and the level of economic development using multi-objective synthesis evaluation method in1991to2010, then explore the dynamic relationship between urban land intensive use and economic development using cointegration test, error correction model and granger causality test methods,and obtain the corresponding policy implications according to the conclusion.The main research conclusions are as follows:(l)The calculation results of multi-objective synthesis evaluation show that:from1991to2010, the degree of urban land intensive utilization in Haerbin inereased from0.1857to0.7252,the situation urhan land intensive utilization isimproving year by year;the total level of economic development in Haerbin is rising year by year, the first industry development present the trend of the first increased and then drop, the second industry development present the trend of the first drop and after slowly increase, the third industry is present the trend of rising steadily, but the margins of the rises is not big, rose by only5.87%in1991to2010,and the third industry development speed is relatively slow, The economy industrial structure will be optimized.(2)Urhan land intensive utilization and economic development have long-term equilibrium cointegration relationship in Haerbin by cointegration testing and error correetion model.Urban land intensive utilization and economic development maintain the first-order cointegration. In the long run,urban land intensive use degree increased by0.40%with the growth by1%of economic development.the role in promoting the economic development on urban land intensive use is more obvious; In the short term,when the equilibrium relationship of economic development and urban land intensive use between appeares deviation, the unbalanced state will be backed to with the speed of-0.53through the reverse effect mechanism of the economic development changes.(3)Granger cansality tests showes that urban land intensive utilization and economic development have causal relationship,economic development is granger cause for urban land intensive utilization,economic development in Haerbin promot growth of urban land intensive utilizatio,but the growth of urban land intensive utilization diden’t give an impule to economic development.(4)Making the growth of urban land intensive utilization give an impule to economic development, we must constitute rational urban land use plan to improve land use effieieney; strengthen the management of land market using economic levers; develop underground space resources to optimize the layout of urban space; optimize urban land use structure to promote urban land intensive use; change the way of economic growth.
