The revolution of technology and economic globalization demand enterprises toconquer the uncertainty in the environment, aiming to keep its competitive advantage. Asone of HR service delivery models, HRO is being accepted by many enterprises by virtueof its merits such as cutting down cost, improving efficiency and contributing to HRMstrategic transformation.This thesis concludes the concept of HRO based on the relevant theory and literatureof HRO home and abroad. Then by way of collecting and comparing data of HRO aboutAmerica, Russia and China, we mainly discuss the gaps among three countries and thereasons from three angles, including market environment, HRO buyers and HRO suppliers.Besides, the thesis has further discussion about the problems of HRO in China. Basedon the problems discussed before, we offer some suggestions including regulating HROmarket, making sure of the inner conditions of HRO buyers and improving the servicelevel of HRO suppliers.Lastly, we have conclusions as well as hopes. Orderly HRO market, needs from HRObuyers and service level of HRO suppliers are three important factors which deciding thedevelopment of HRO market.
