Enterprise Group is the strength of the enterprise as the core, through financialties with common economic interests enterprise together to form an internalorganizational structure of multi-level, large corporate enterprises, diversification ofeconomic functions of the Commonwealth. Enterprise Group is a highly developedproduct of the social productive forces, has now become the leading force ofcompetition in the international economic environment, above the top of the othereconomic organizations, greatly promoted the economic development. Enterprisegroups in China’s market economy continues to mature, has also been breeding anddevelopment of soil, its growth rate, size, strength and so constantly rising.In recent years, the pace of development of the telecommunications industryenterprise groups has greatly improved, expanding the organizational structurefollowed by also increasing, thus increasing the difficulty of its management. Itscurrent financial control system is increasingly difficult to keep up with the pace ofexpansion of the telecommunications industry enterprise groups, the need for astate-of-the-art management system associated with it. In this paper, enterprise groups,financial control, mainly through two aspects: on the one hand the overall design ofthe enterprise group financial control system, made on the basis of financialintegration and management of information technology platform to develop a unifiedfinancial system, clear company governance structure, strategic management, theoverall budget management and financial centralized management of both the finalinternal audit and performance evaluation of a set of framework in line with thetelecommunications industry enterprise groups, on the other hand mainly through thedesign of the financial software system to the above financial control support system,and network hardware infrastructure and security system.Today’s telecommunications industry, the rapid development of the existingsystem of financial control has been to keep up with the pace of expansion of thetelecommunications industry enterprise groups, the need for a state-of-the-artmanagement system associated with it. In this paper, enterprise groups, financialcontrol, mainly through two aspects: on the one hand the overall design of theenterprise group financial control system, made on the basis of financial integrationand management of information technology platform to develop a unified financialsystem, clear company governance structure, strategic management, the overallbudget management and financial centralized management of both the final internalaudit and performance evaluation of a set of framework in line with thetelecommunications industry enterprise groups, on the other hand mainly through thedesign of the financial software system to the above financial control support system,and network hardware infrastructure and security system.The financial control of the telecommunications industry enterprise groups is acontinuous improvement, the improvement process, it needs within the Group parentcompany and the member companies, mutual cooperation between the differentfunctions and departments, so in order to facilitate the implementation of a unified financial system, in strategic management under the guidance of the centralizedmanagement of funds and the overall budget management and orderly manner,making the overall resources of the enterprise groups can effectively get theconfiguration from the Group’s overall development goals, costs and risks, but alsoavoids the subsidiary. Financial centralized management platform, which requires theparent company from the subsidiary to obtain the symmetry of the financialinformation, to enhance the effectiveness of financial management. While this may besome difficulties in the implementation process, but as long as the premise of theproper planning, optimize the structure of management, financial centralizedmanagement model will be able to early realization of the goals of the company’soverall strategy to provide a steady stream of power to support to speed up thetelecommunications industry enterprise group financial management model updatestep by step to improve the modern enterprise management level, to make asignificant contribution to enhance the competitiveness of the industry of thetelecommunications industry as a whole.
