Strengthening and improving the work of the city, county (city, area)’s science and technology is to promote prefectural region economy to span type develops, initiate new phase of job of science and technology is the inevitable choice and urgent need, it can deepen reform of system of science and technology and strengthen the macroscopical management of real need.In our country, the progress of science and technology studies although start later, but over the years? the relationship between science&technology and economic development has been the focus and hot problem in the field of science and technology management. Under the Ministry of national science and technology organization, the Southeast University completed" the city, county, area of progress of science and technology monitoring and its application research" project which has been analized the county (city)’s science and technology situation and the operation characteristics, but the project is only analysis six aspects:science and technology investment, science and technology output, enterprise technological progress, the development of high technology industry, economic development and social development, which belong to the macro level analysis. But there is no check to concrete in Jilin province county (city) posture of progress of science and technology and operation characteristics of in-depth, systematic study.This article analysis the situation of Jilin province county (city)’s science and technology from the microcosmic level, to improve the countermeasure that science and technology progresses more operational.
