Light industry plays an important role in China’s national economic. It is one ofthe earliest and the largest industrial sectors in China’s development. Packagingindustry as an important component part of the light industry, has always beenattached to significant economic development and modernization. Cost managementstudy can increase the profitability of the project and reduce the waste of resources,especially in the expansion project of the packaging industry. Also it can improve theoverall project management, and enhance the overall strength of the project.This article discusses project cost management’s theory and method concreteapplication question in reality, with the synthesis utilization project cost managementtheoretical knowledge and cost management project theory and method. The methodsof this article mainly are theoretical and empirical, qualitative and quantitative fieldsurvey.Firstly, this paper researches the theory of the cost of the construction projectmanagement, and then introduce S carton factory with an annual output of8millionsquare meters cartons renovation projects, from the project resource planning, projectcost estimating, project cost estimates the project cost control, project cost accountingand auditing aspects of the project cost management, which focus on planning anddesign stage, and cost control of the various stages of the bidding phase, constructionphase and completion of the settlement stages. Finally, a variety of related costmanagement strategies can be conclude, which is the introduction of full life-cyclecost management, dynamic cost control system, and strengthen the management ofthe project cost.The conclusions are as follows through the expansion of the factory S project research: the construction project for the construction of cost management can notlimit in construction stage, but is the whole project process as a whole--in the projectbefore, during and after the event on the strict control. Also it can be conclude thatestablishing the dynamic cost control system and strengthening the project costmanagement can achieve the purpose of cost control and realize the economicefficiency of enterprises.
