A Study On The Quality Management Of Network Operating Data In China Unicom’s Mobile Integrated Network Management Project

With the advent of the3G times of Chinese Mobile Communication, a new era of Mobile Internet is coming up. The number of mobile users in China has been rapidly increased as well as the volume of services. The development strategies of the various operators have been gradually changed to concentrate on the Mobile Internet. The3G networks and services become the most important issues for the development of an operator. Meanwhile since the2G services are the basic services of an operator, the two networks are complemented and interoperated with each other by the operator, thereby improving the user experience. Consequently, managing and controling the network management of the two networks is extremely important to an operator.The issuance of3G licenses in2009led the operators to start the construction of the3G wireless networks. China Unicom has built up the WCDMA radio network, and at the same time performed upgradation, expansion and transformation of the core network. In the meantime the construction of China Unicorn’s GSM/WCDMA mobile integrated network management has also been started. The purpose thereof is to make the WCDMA network manageable and controllable when the network is put into operation and the service is put into use. The system has been constructed on the basis of the previous China Unicorn’s GSM mobile integrated network management. In the constructed system, the network quality monitoring, the performance analysis, the traffic analysis, the configuration resource management and other functions, which are performed for the WCDMA wireless network, will be included. Furthermore, the data management for GSM wireless data and the core network of the old system will also be completed, providing a comprehensive supporting means for the network operation and maintenance.With the help of the project quality management theory, this paper uses quality management method to perform a quality management analysis on the quality of large amounts of network operating data in China Unicorn’s GSM/WCDMA mobile integrated network management, and proposes, combined with the characteristics of project data management, a general method for IT project data quality management, to enhance the overall quality evaluation of the system and improve the system availability and reliability.The case of the construction project of China Unicom GSM/WCDMA mobile integrated network management system studied by this paper manages various types of network elements within the telecommunications network, and has universal functions of the telecommunication integrated network management and general characteristics of the telecommunications network management system. Taking network operating data as the main system management object, the strategies and methods used in the process of the quality management of network operating data deserve to be used as a reference for similar construction projects.
