Domestic energy market gradually formed coal-based pattern. Heilongjiang province is rich for coal resource, which high quality and less pollution, so it plays an important role to improve economics. So coal mining industry is the pillar industry in Heilongjiang province. But at the same time, this industry's development improves slowly, average profit is low, this hinder the development of coal mining industry greatly.This paper based on the SCP frame of the coal industry in Heilongjiang province. First analysis the characteristics of coal industry in Heilongjiang province, then analyzing the market structure, market line and market performance, get the conclusion that drawing the coal enterprise blind pursue output, vicious competition formed the coal market is excessive competition leads to low prices, profit and efficiency. And further study found that the root reasons of these problems are unreasonable structure of coal industry. Therefore, expanding continuing industry of coal industry, solving the unbalanced supply and demand of coal industry, improving industrial policy and strengthening supervision and improve barriers to entry in Heilongjiang province is the adjustment target of industry structure.
