The Positive Analysis Of The Performance Of Fiscal Agricultural Support In Jiangsu

Agriculture is the foundational industry in country economic. In these six years,"File No. one" issues that agriculture has a special position, which can not be replaced in the economical developing. Our government makes increasing farmer’s income, developing agriculture and rural areas on a high level, and takes it as a political question. Nowadays, our agriculture develops in a difficult time. The agriculture support is shortage, the cost in developing agriculture is high, agriculture product has weak strength in competition, the gap between residents of city and rural areas is becoming bigger, and agricultural infrastructure construction needs improve. In order to solve "three agricultural" problems in early days, it is hard to accomplish the target of developing agriculture and increasing farmer’s income if we only depend on farmers themselves. So it is necessary to require the government to play public finance role, enhance financial support in agricultural area, establish mechanism of steady growth of funds for agriculture, and create a good external environment for agriculture and rural economic prosperous development. Jiangsu economic developing locates in prostate around our country. On the way of building a new socialist countryside, it is especially important to improve fiscal agricultural support efficiency.This research finds that total amount of financial supporting agriculture in Jiangsu is growing, but its specific gravity in local expenditure shows fluctuating downtrend. Although there is the law of China Agriculture, the growing speed of financial supporting agriculture in Jiangsu is not always higher than financial income, which is caused by lack of supervision mechanism and sufficient attention. Based on volatility, fiscal agriculture support is unsteady, which means that effective mechanism has not been established.Based on gross output value of FFAF and farmer’s net income separately, the order of financial supporting agriculture is new products promotion funds, expenditures for supporting agricultural production, expenditures of agricultural infrastructure construction. While the fact of Jiangsu financial supporting agriculture order is expenditures for supporting agricultural production, expenditures of agricultural infrastructure construction, new products promotion funds. So the structure of Jiangsu financial supporting agriculture exists deviation.Target on gross output value of FFAF and farmer’s net income, through DEA this paper calculate overall technical efficiency, scale efficiency and pure technical efficiency of fiscal agriculture support in Jiangsu between1990and2006. From the view of overall technical efficiency and scale efficiency, it is not satisfy of developing agriculture and increasing farmer’s income during the year of1990-1992,1996-2002, and2006. But from the view of pure technical efficiency, the total situation is good.Based on the input and output, we find that the fiscal agriculture support is in an insufficient state from1990to1995. Agriculture, forestry, irrigation, meteorology expenditures and expenditures of agricultural infrastructure construction show serious redundant between1996and2002, while expenditures for supporting agricultural production are scarce. The structure of fiscal agriculture support shows an optimized state again from2003to2006, only expenditures of agricultural infrastructure construction show redundant.At the end, considering the actual situation and towards developing agriculture and increasing farmer’s income, target on increasing fiscal agriculture support efficiency, we make some suggestion to promote fiscal agriculture support in Jiangsu.
