After more than20years’development, the private scientific and technological enterprises in Suzhou has made amazing progress and played an more and more important role in investment, employment and exports. However, private technology enterprises in Suzhou are also facing with the challenge from foreign-invested enterprises and other area businesses. The key of the enterprises’competing is just a competition for talent. Companies which fully mobilize the initiative and enthusiasm of staff and inspire staffs potential can make reasonable and effective use on human resources. Therefore, the status and role of human resource management is enhancing gradually. The implementation of employee incentive mechanism to promote the enterprise’s core competitiveness has become the inevitable choice of China’s private enterprises.This paper selected and analyze the cases first and then made the discussion to solve the problems. It focuses on the special issue that the private enterprises in Suzhou are facing under market economy system and the given practical conditions in China now. Study the issues, theory and method on the incentive mechanism. Take Shangke Clean Technology Co.Ltd, Suzhou Branch for example and reveal the lack of incentive consciousness, scientific evaluation of performance and reward system.Aiming at the issues above, the paper analyzes and designs three kinds of incentive plans. First establish effective reward system. Secondly establish effective incentive system. Lastly create the cultural incentive system. Make the enterprises as staffs spirit home. Erect the concept of health concern. Make the health concern as enterprises’culture and the powerful ability in winning competition.
