The Research On Security Mechanism Of Landless Peasants With The Fringe Area Of Tai’an City

With the fast development of the urbanization, industrialization and adjustment and upgrading of the industrial structure in Tai’an city, land-lost farmers is growing Rapidly. Land-lost farmers problems already no longer is the individual risk, but a profound farmers group risk, land-lost farmers problems in our country has become the largest one of the social problems. Farmers’ problems will not hinder the development of urbanization, and undermine social stability, influence the construction of socialist harmonious society. Therefore, the research of system that the land-lost farmers lost and ensure their rights and interests, discussing how to improve and perfect the land requisition system, how to draw up the policy for land-lost farmers security system and specific, solving the land-lost framer’s problems, will have special significance for maintaining social stability and national security.According to the theory of the existing social security to the land-lost farmers and empirical analysis of the urban-rural in Tai’an City, this study drew the conclusions as follows:(1)There are a lot of phenomena in the operation of land compensation such as non-standard, strong move, the enclosure movement and disguised land. The root cause of these problems is that there are many problems on the current land acquisition system itself, particularly the national on market monopoly on level-1land market. A direct result is that government "levy low and sell high", so that he economic interests of farmers will be damaged.(2)Currently many problems existed land-lost farmers, such as the issues of the resettlement, life issues, social insurance, collective asset allocation issues, education and training, and management problems, psychological problems and special populations issues. The reasons for these problems are that the existing land system does not fully take into account the social role of land for farmers (subsistence, jobs, property and property rights, and the treatment of farmers).(3) Under the sustainable livelihoods perspective, resettlement model of land-lost farmers should a fair and reasonable financial compensation as a precondition, provide a more comfortable and stable housing for the foundation, provide promising opportunities for employment and entrepreneurial as the focus, establish a sound with social, welfare, fairness and mutual social security system as the fundament.(4)Solving the problem of land-lost farmers is a complex and comprehensive systematic project. It can not solve all the problems of peasant life, simply through the establishment of protection mechanisms. Due to historical causes of the rural farmers and the overall weakness of the nature, the settlement of landless farmers have considerable difficulty, can not be done overnight. It needs the continued efforts of the community for a long time.
