The Regional Differences Of Economy Evelopment And Technology Progress Pattern In Our Country

Chinese economic development comes to new level again and again.But with thedevelopment of economy, the pressure of resources and environment problems isincreasing, it is particularly important to change the mode of economic developmentand to promote the contribution of science and technology in a sustainabledevelopment economy. We has put forward to establish an innovative country in thetwelfth-five plan development planning,then, we should take what kind of way (mode)to promote technological progress and economic development? What is theinteractive relationship between economic development and technology progress?How would the technological progress mode change by the different level ofeconomic development? China is an uneven-quality country,the difference betweenareas is very large,then how about the mian technological progress mode? Guidanceon these issues, this article focuses on solving the following problems:(1) We analysis the relationship of economic development and technical progressmodel by analysising the theoretical model which the analysis framework Zhang YaBin and Yi Xian Zhong used, and by the successful experience of late-developmentcountries. The selection of technical progress model is very important for thetechnology progress and economic development;But the leading technology progressmodel may change along with the economic development; From the point of dynamicview, imitation model will give priority to independent innovation along with theeconomic development level; And from the static perspective, our country is a biguneven country, there are large differences in economic development, the factorsconditions and science-technology ability, so the leading technology progress modemay different.(2) We described the economic development characterizations from the view ofdynamic and static point. From the dynamic perspective, we found that since thereform and opening up,Chinese economy experienced four stages, the first stage isbetween1979and1983, this is Chinese economic recovery stage; The second stage isbetween1983and1992, the economy had preliminary development; The third stage isbetween1992and2001, the economic development is obtained substantial progress oftimes; The fourth stage is so far in2002, Chinese economic development into theperiod of strategic opportunities. And from the static perspective, the regional economic development is difference, the eastern has a clear lead in physical capital,human capital and scientific research strength,compared with the central region andthe western regions.(3) We empirical analysised the technology progress mode by two main line.From the macroscopic level, with the development of our national economy, theoverall progress of technology model is transforming to the independent innovation,but not entirely on the independent innovation technological progress and economicdevelopment stage; From the regional level, there is a huge gap in economicdevelopment between areas,so the leading technology progress mode also shows thedifference,we focus on the analysis of three large areas.(4) We put forward policy suggestions according to the research results. Ingeneral, our country has entered a stage of transition which is from imitation to theindependent innovation,every areas should take suitable modes according to thecondition of the economy development; increase the r&d input and the cultivation ofhuman capital; Realize the innovation-promoting economic development pattern.
