Hunan Province Expressway Management Informatization Problem Research

Hunan’s expressway is now in a rapid growth period. With the formation ofregional highway network, how to maximize the operation and social benefits ofhighway, by using modern management tools and techniques, and provide the publicwith high quality services, is the issue needed to be resolved for the relevantdepartments and units. Taking the people as the fundamental, to realize theinformational management of freeway, to improve the management level and trafficcapacity of the road with information, to make the road users feel safe, comfortableand efficient, to integrate the person, car and road, to make people obtain informationwhenever or wherever, to make the car the road user,s mobile office and become thecomprehensive information platform, will be the future development direction ofhighway management.The article based on the related theories of highway management informatization,according to the in-depth analysis of the present situation of Hunan expresswayinformatization management, the main problems and the causes, in draw lessons fromthe practical experience in the expressway informatization management of foreigncountries like the United States, Germany, Australia and Japan and some domesticprovinces and cities, such as Beijing, Shanghai and Jiangsu. Combined with the actualdevelopment of Hunan highway information, the article puts forward thecountermeasures to promote the development of Hunan expressway informatizationmanagement—“build a platform, perfect the five systems”, namely build the Hunanexpressway network comprehensive platform, to realize the integration of informationresources, make scheduling service for the comprehensive management and decision;improve the expressway network toll collection system, to realize the toll networkcomprehensively coverage; perfect the expressway network monitoring system, torealize the full real-time monitoring the key sections; perfect the expresswaycommunication system, to build the encryption backbone ring network; perfect thehighway law enforcement management system, to realize the informatization ofexpressway law enforcement; perfect the maintenance management informationsystem, to ensure the smooth road. Thus accelerate the Hunan expressway operationmanagement into a era of informatization and modernization, push the publictransportation services into a new level.
