To implement the strategy of intellectualproperty is strategical choice for effectively solving national economy major problemsuch as transition of extensive mode of economic growth.Changes in the Way of Economic Growth and economic growth are the twoexisting contact, but also the concept of mutual difference. According to China’s28provinces(municipalities),2000-2009panel data empirical studies have shown that the level ofintellectual property rights protection and the intensive level of economic growth hasa significant positive correlation.Our country is in the key period of transition of economic growth mode,intellectual property strategy would not been to move or retreat to implement, publicawareness of intellectual property rights would further enhance, the legislation systemwould been to perfect, law enforcement mechanism would been to perfect, the judicialprotection level would been to enhance, so that a good system environment couldbeen to create for technical innovation and transformation of economic growthpattern.
