The Research On Government Regulation Of China’s Municipal Utilities Of Market-orientation

Municipal utilities has an outsize impact on people’s daily lives and economicdevelopment, the national economy and urbanization level depends on its level ofMarket-orientation. Municipal utilities and its infrastructure, which is critical to thedevelopment of cities and people’s vital interests, influence the sustainabledevelopment of society. Therefore, the specification and management of municipalutilities is an important issue about people’s livelihood.Based on the analysis and the specific situation in China, drawing on foreignsuccessful, desirable experience, the role of government regulation in the market ofthe municipal utility is suggested. First of all, the concept of municipal utilities’market-orientation is defined, and the theories about the government regulation arestudied. The problems and causes of municipal utilities, which is dominated bygovernment regulations and policies related to inadequate supervision, thedisqualified supervision of government regulatory agencies, the credit crisis ofgovernment regulation and so on was analyzed. The Nanning public transport marketin government regulation has also been analyzed. Then, the author studied themeasures and methods of government regulation, which is mainly based on theexperience and the inspiration of the US and the UK.Finally, with the analysis and the experience, counter-measures, including toimprove relevant laws and regulations, to establish an independent and efficientregulatory bodies, to strengthen the construction of the regulators themselves and soon, are suggested according to the problems in the market-oriented process of ourcountry.
