Rural environmental problems have gradually become salient as the developmentof society and economy goes on. Pollutants discharged from energy-consumption,household garbage, agricultural production, township enterprise production andtransfer from town to rural areas are growing day by day, which has become animportant threat to the rural development and rural residents’ living. However, subjectto the development and characteristics of rural social economy and environmentprotection, the current countermeasures and practice to the existing pollutionprevention did not get the desired effect. Under such a background, throughemphasizing the involvement of the government in the environmental regulation, wehave made gratifying achievements in the research and practice. What’s more,together with its advantageous operability and effectiveness in the developmentenvironment protection, it has won more and more attention from people.Development of the rural environmental pollution regulation with the dominance orparticipation of the government and drive of social subject to participate fully in therural environment pollution control process will be more significant in promoting theenvironmental protection theoretically and practically.This thesis focuses on the rural environment protection, on the basis of analyzingthe composition, the characteristics and the causes of the environmental pollution inthe rural areas, we use relevant theory and regulation tools of Environmentalregulation to explore the rural environment pollution regulation tools in multiplelevels. The regulation tools include policy tools like rural environment pollutionprevention fund account system, rural junk concentration and standardizationprocessing system, environment standard production of energy and agriculturalmaterials, registration of point source pollution and environmental impact assessmentsystem; marketing tools like clean energy and ecological agriculture subsidies,township enterprises sewage discharge difference permission, special recovery ofelectronic waste product, pollution transfer ecological compensation; participatorytools like ecological environment information bulletin mechanism, regionalenvironment autonomous organization and voluntary agreement, and environmentfriendly label or the authentication, etc. By innovating and applying different levels ofregulation tools, we expect the participation of all kinds of social subjects to establish a system to prevent and control rural environmental pollution, so as to realize thecoordinated development of the economy and the environment. |
