| Foreign capital plays an important role in promoting economic development in Guangdong Province which introduce the most foreign capital. The positive effects in foreign direct investment are widely accepted while its negative effects to environment gradually show up. Does the influx of FDI have something to do with current serious pollution of the environment? Is it effective in controlling environmental pollution by strict environmental regulation? Would the strict environmental regulation bring negative effects to the introducing of FDI? And if so, what are these effects? The research of this article is based on the realistic problems, through analysis of the relationship among FDI, environmental pollution and environmental regulation, to explore the way to coordinate introduction of FDI and the development of environment under the economic globalization.This article is divided into three parts: theoretical research, empirical analysis and countermeasures and suggestion. The theory part is based on the former research and to put the relationship among FDI, environmental pollution and environmental regulation to be explained. The first chapter is the introduction, mainly elaborates the time background and the practical significance of the relatedness about FDI, the environmental pollution and the environment rules and regulations, and elaborates the related core concept, introduced the condition about FDI environment in Guangdong Province, including environment rules and regulations. Finally, it introducts the primary coverage, the logical framework, the method of this article,simply,as well as the main innovation and insufficiencies.The second chapter is commentary on related literature, carries on the induction and summary of the economic theories about the relativeness among FDI ,the environmental pollution and the environment rules and regulations, conducts the researches about the environment and economic development's Kuzinieci curve.And through the literature appraisal,it obtains breakthrough point to research the relatedness among FDI, the environmental pollution and the environment rules and regulations.The third chapter is economic mechanism research about the mutual influence in FDI, environmental pollution and the environment rules and regulations, proposes the core viewpoint and carries on the analysis to intrinsic conduction mechanisms about mutual influences in the three factors , establishes the theory basis to support core viewpoint. The real diagnosis part in this article includes three chapter of contents,gathering and analyzing 25-year-data in Guangdong Province continuously from 1985-2007 year. Through utilizing the OLS model, the Grainger causes and effects inspection procedure, the fourth chapter makes a empirical analysis on the relativeness between FDI and environmental pollution's relations in Guangdong Province, surveys the causal relationship of this two factors..The fifth chapter analysises the relevance of environmental pollution and the environment rules and regulations, uses the contrasting method, obtains that it is be truly effective when Guangdong Province's environment rules and regulations regarding the environmental pollution government.By using the regression analysis and the cointegration analysis, Chapter 6 verifies the impact of FDI that the changes of the strength of environmental regulation. Part III is policy recommendations, on the current economic and social conditions in Guangdong Province, basing on the result of demonstration research of the article, this article put forward a balanced foreign policy proposals based on environmental protection and environment regulations policy proposals on foreign direct investment.This study concluded that there is a closely relationship among FDI,environment pollution and environment regulation. FDI has a negative impact on the quality of the environment and environment regulations improve effectively environmental quality, but at present, the efforts of environment regulations are not enough in the Guangdong Province and the degree of rigor of environmental regulations have an impact on the entry of FDI. While making the policy, we should abide the inherent relationship between the three, coordinate the relationship between the introduce of the FDI and the environment protection. |
