The competitiveness of core staff is increasingly becoming the root of gaining advantage and wining victory of enterprises in the fierce market competition. While China especially small and medium-sized enterprises now pay insufficient attention to the core staff, leading to higher turnover rates of the core staff than other countries. That can not play out proper role of the core staff to the growth of enterprises. Therefore, enterprises should attach great importance to the core staff, establish targeted evaluation system, and implement relevant management measures. These can combine evaluation and management of the core staff organically, to play a crucial role in the development of enterprises.This paper based on the core staff actual evaluation and management of Wansheng real estate enterprise, using human capital theory, incentive contract theory, shared value theory, core staff evaluation theory and core staff management theory. On the analysis of present situation of the core staff evaluation and management, the paper constructs four factors evaluation models of the manager, the technical and the marketing core staff of the real estate enterprise by using classification of the human resources management idea and analytic hierarchy process. In addition, On the basis of the indexes according to their importance, this paper also build evaluation and management beacon charts of these three kinds of core staff, as a guide to evaluate and manage core staff. Meanwhile, according to the requirements and the results of the evaluation systems, it classified put forward how to manage the core staff. Finally, we forecast the related problems that may occur in Wansheng enterprise in the implementation of the core staff evaluation and management, and give the corresponding solutions.
