As China has entered the aging society, Needs of older persons to become the major issues of our government and society can not be ignored. Retired cadres as an important group of our elderly, How to meet their needs has a very significant impact on the building of a harmonious society in China. To the tax system for retired cadres, with the hierarchy of needs, the paper carrys out investigations on the status of their needs met and analysise the problems and puts forward the practical measures and recommendations to improve the needs of the retired cadres satisfaction and improving the management of retired cadres.The paper is divided into five parts. The first part introduces the research problem, the purpose and related research at home and abroad and the research methods and innovation. The second part discusses the retired cadre’s demand of tax system in theory using maslow’s hierarchy of needs theory. The third part studies the hierarchy of needs of the retired cadres in national tax system empirically, through the organization of interviews and questionnaires surveyes the status of the retired cadres at all levels to meet demand in DEZHOU national tax system and analysis the reasons of the problems in detail.The fourth part using the hierarchy of needs theory and proposed countermeasures in view of the demand satisfied degree to improve their situation, It mainly includes implement the treatment meet the material needs of life and creating caring atmosphere to meet the social needs and implement the political treatment to meet the esteem needs and building a platform to meet the needs of self realization. The fifth part is a conclusion.
