The21st century is the era of the knowledge-based economy, the competitiveness of theenterprises is the competition of employees’ knowledge, technology, capacity and health in final,therefore the competitiveness of the enterprises is the enterprise human capital’s competition. Tobe the important part of the enterprise’s capital, Human capital is an important source of theenterprise’s profits and benefits. An effective investment in human capital is helpful forimproving the labor productivity, management capabilities, the capabilities of the staff andenterprise’s technological innovation capabilities, thereby to enhance the core competitiveness ofthe enterprises, to ensure the sustainable development of the enterprises.As a force of the China’s economy, the SMEs had an irreplaceable importance, and theoutput and tax was more than50%of the overall enterprises in China. However, compared to thelarge enterprises, the stock of SMEs’ human capital was lacking relatively, and there was a highloss of human capital in SMEs. At the same time, SMEs’ investment in human capital had a highrisk. In this context, the dissertation’s contents are as follows:Chapter one described the background and significance of this study from three aspects ofthe importance of human capital investment, small and medium enterprises on China’s economicimportance and significance of the SME investment in human capital firstly. Then, it searchedsome literatures of human capital and investment in human capital, and summarizes the historyand current situation of human capital and human capital investment theory. On this basis, itproposed the dissertation’s research method and content.Chapter two introduced and made an overview of the theories of human capital, investmentin human capital and enterprise’s human capital investment. Then it analyzed the enterpriseinvestment in human capital from the five aspects of concept, characteristics, types, risk andrevenue analysis.Chapter three used human capital and human capital investment theory and thedevelopment status and characteristics of SMEs in China to analyzed the current situation ofSMEs’ investment in human capital. Then it made a summary of the problems of the SMEs in thehuman capital investment.Chapter four made the Q enterprise as an example to make an investment model to solve theproblems of the investment in human capital for SMEs, and reduce the risk of the investment inhuman capital in SMEs. Finally, the paper would give some scientific and rational suggestions ofthe investment in human capital to SMEs.Chapter five is a summary and research prospects for the full text.
