| With the acceleration of the urbanization process in china, the contradictions of limited farmland per capita are becoming increasingly serious. The task to stick the red line of18million acre arable land is increasingly difficult. As an important way to coordinate man-land relationship and optimize the land resources, farmland consolidation has played an important role in protecting arable land, improving conditions of agricultural production and raising the overall production capacity of agriculture. However, there are many problems in farmland consolidation at present. For example, its operational efficiency is low, the project benefit is not obvious and so on. Literature and practice shows that the main reason for these problems is that there is no scientific efficiency evaluation for the whole process of agricultural production projects. Therefore, it is significant to establish a set of scientific efficiency evaluation system on the implementation process of farmland consolidation project.This article sets the efficiency benchmark and evaluates efficiency in the various stages of work based on the whole process. This article establishes the evaluation model of farmland consolidation project, and then analyses the reason for the low efficiency of farmland consolidation. The main content of the article are as follows:(1) The breakdown of farmland consolidation project work structure. This article divides the session of farmland consolidation project based on the cycle theory of construction projects, the cycle theory of work breakdown structure and the characteristics of farmland consolidation projects in china.(2) Analysis of value chain of farmland consolidation project. This article analyses value activities of every stage of farmland consolidation project, and establishes the value chain model, wants to reveal the value formation mechanism of farmland consolidation project in theory.(3) The study on evaluation model of farmland consolidation project. According to goal setting theory, benchmarking theory and the collected information of farmland consolidation projects, this article establishes the evaluation index system of farmland consolidation project from the process-based perspective. The article adoptes the method of fuzzy pattern recognition to establish the efficiency evaluation model and verifies the applicability of the model by analyzing the relevant cases.Through the analysis of the above content, this paper indicated the following conclusions:(1) The value of farmland consolidation project is formed by additive value in the project stage, designed stage and construction stage. The key to improve the value of farmland consolidation project is to enhance the value of the three stages. The closer the implementing effect to the value target, the higher the value and efficiency of farmland consolidation project will be.(2) The evaluation index system of farmland consolidation project is comprehensive, objective and non-compatibility. It has great practical value.It can apply to the efficiency evaluation of the current farmland consolidation project. Besides, various regions could establish the standard model library according to its natural conditions, socio-economic conditions and the related policies. Therefore, the efficiency evaluation model has great flexibility.(3)When the efficiency evaluation model which based on the process of farmland consolidation project is applied to the actual project, it could achieve the function of dynamic monitoring and timely corrective function for farmland consolidation project. Then it could dynamically adjust the status of implementation of the project, and solve the shortcomings of the current farmland consolidation project evaluation. |
