The paper concerning to agriculture, rural areas and peasantry ismattering the national economy and the people’s livelihood because China isstill a typical agriculture-oriented nation at present. Land issue, especially inrural areas, is the key point to solve what is troubling agriculture, rural areasand peasantry. Under the premise Try every possible means to protect1.8billion acres basic farm submitted by Premier Wen Jiabao, it will beextremely significant to promote the sustainable development of economy andsociety and realize a overall well-off society if there is a orderly circulation ofrural land, high efficiency of land use and a proper scale-operation.To achive this goal, in a macroview, with the start point of increasingpeansantry’s income and output of farm and improving peasantry’s livingconditions, it is essential to optimize the circulation of limited rural land tocreate high efficiency land. With investigation in relative areas, byintroducing the mode of land circulation in presently rural China, this thesisconcludes the solid experience and the lack on this issue and introduces a fewsuccessful cases of westen countries on the same problem. Based on theseexisting problems and reference cases, this paper brings up a few constructivesuggestions to move the land circulation forward and promote a long-termdevelopment in rural areas from the view of transformation of land ownership,enhancement of security function of rural primary organization, service agentand society security system in rural areas.
