In our country, the awareness on the functions of agriculture main position on the economic function of providing agricultural products to satisfy the need of the community. And countries such as Japan, South Korea and the European Union have promoted the concept of multifunctionality of agriculture that is in accord with the prevalent "concept of modern agriculture". It is not only focused on agricultural economic functions, but also stressed its social, ecological, and cultural features. During the process of speeding up the development of China’s agricultural intensification, objectives of the new rural construction were proposed——production development, living comfortably. rural civilization, village neatly, democratic management. To achieve this goal, the first is to raise national awareness about the diversity of agriculture, understand the various functions of the agricultural ecosystem. This topic is intended for the study on agro-ecosystem services function in the new rural construction on the basis of CVM. It stressed on food security, water conservation, climate regulation, biodiversity preservation, industrial raw materials, landscape view, education and cultural inheritance. And try to grasp farmers’ awareness and expectations of agricultural ecological service functions in new rural construction by using contingent valuation method. Then formulate the detailed scheme of the new rural construction, to give full play to the functions of agricultural services, and realize sustainable development of agriculture.In this paper, Jingzhou and its surrounding areas are researched. An in-depth questionnaire based on CVM method is to grasp farmers’ awareness of the multiple functions of agriculture and willingness to accept compensation, and measure their willingness to pay.The investigation process is divided into two stages:the first is the preparation for survey. First, according to the purpose and content of the investigation to design a questionnaire; Second, have a pilot investigation within a narrow range; Third, modify questionnaire in advanced based on the feedback so many times cycle; eventually to formal questionnaires. The second stage is a formal investigation. This survey was in Jingzhou and its surrounding areas as a sample survey. Altogether315questionnaires were sent out based on households survey and get back297. Except the small number of questionnaires with obvious errors (such as contradictory. incomplete information. etc.). The ratio of callback of valid questionnaire is94.29%. Investigation concluded that the following results:(1) Respondents’ awareness on the service function of agriculturalTo prevent loss of water and soil erosion, agricultural landscape ornamental, and rural culture and the education of children are3functions of higher cognitive,23%,19.01%and16.84%respectively. Most farmers have failed to understand the other functions of agriculture, it influence their willingness to participate in the multifunctionality of agriculture preservation indirectly. As to "Multifunctionality of agriculture preserve attribution" part,18.6%respondents considered to be the responsibility of the Government,60%of the respondents respondents accounted for that is the responsibility of all;"In addition to food safety functions are there any other functions" in this part, the children’s education, rural culture and preventing soil and water loss are3of higher cognitive functions,16.84%,19.01%and23%respectively;"Consideration of chemical fertilizers and pesticides have an impact on the environment" can be seen reflected,56.1%respondents have considered the pesticide and fertilizer affect the environment, but they had to use in order to get a good yield,11.3%respondents did not consider or know of pesticide and fertilizer effects on the environment;Among the options for "the main factors affecting the rural environment",51.6%respondents believed that the dominant influence on the rural environment is the rubbish from rural production and living.(2) respondents’ willingness to pay for agricultural services functionsAccording to the result of preliminary estimate based on the contingent valuation method, related region agricultural service function, the farmers’ willingness to pay is32.95yuan each year on average; On the willingness to accept compensation, farmers wanted compensation for61.62%,17.17%farmers means they did not need, and21.21%felt it doesn’t matter.(3) correlation analysis many factors that impact on farmers’ willingness to pay and willingness to accept compensation shows, education level and household income and willingness to pay a significantly positive correlation trend. And age and willingness to pay is a very significant negative correlation. Relevance between region and gender and willingness to pay is not flexible. Only the age option to the willingness to accept compensation of the multiple functions of agriculture preservation achieved significant levels.Compact to most of the results at home and abroad (especially developed countries), the willingness to pay is lower. It depends on the farmers in low-income incomes are also important part of effective protection for the various service functions of agriculture.The survey of variety of service functions of agriculture, is not only provide the basis data for regional agricultural planning, but also conducive to the full understanding of the value of agricultural production, even to provide guidance for sustainable agriculture.According to the survey results, to strengthen protection of the multiple functions of agriculture in Jingzhou and its surrounding areas has a very important strategic significance.
