Since the reform and opening up, China’s level of development of market-oriented continuous improvement of land market development is seriously lagging behind. China’s land market is the urban-rural dual structure of the market. Urban and rural economic development mode, use administrative means to the rural collective land resources and land value-added revenues for urban construction, resulting in the imbalance in urban and rural development. The lack of rural land property rights structure led to the rural collective land transfer difficulties, it is difficult to achieve agricultural intensification and management.Through the analysis of the status quo of the existing dual land market, China’s urban and rural land system the main problem lies in the urban and rural economic development model and the lack of rural land property. Theoretical model built on the basis of the property right missing, come to the conclusion of property rights caused by lack of efficiency loss. From the perspective of institutional change, urban and rural land market must transition to the development of a unified land market, the paper constructs a game model demonstrated the best path to achieve institutional change. This article believe that building a unified land market is the inevitable trend of development of China’s market economy, and the main key to the optimal path of a unified land market institutional change is involved in institutional change-the central government, local government and rural collective organizations action path. Central government external environmental pressures, for the consideration of their own utility system supply to meet the needs of the community system. Collective organizations should actively carry out the internalization of institutional innovation will be outside the system of income. And local governments to choose their own best course of action between the central and collective needs. The system changes the main synergistic, from the optimal path to achieve a unified land market.
