The study of urban spatial structure is one of the basic researches which reveals the form of the evolution of urban spatial structure, evolutionary mechanisms, and explores the regulation theory, control mode and control measures, but is also an applied research with the era and practical guiding significance. Through the grasp of history of the dynamic evolutionary property of urban spatial structure to explore the different characteristics and evolution mechanisms of different economic and social context of urban spatial structure and morphology, to draw up an appropriate urban development strategy, and to build a material and living environment more suitable for sustainable human development. The establishment of a more organic, more comfortable for urban residents, more equal economic development opportunities and more coherent in ecological sustainability and social equity of urban spatial structure has important significance.Reform and opening up since the1980s, the increasing prevalence of globalization during the1990s and then China’ s accession to the WTO, China has experienced profound changes in a series of political, economic and social events. It has changed fundamentally the inside and outside environment and power base of Chinese urban development. These cities are undergoing a complex and dramatic transformation in a variety of factors. This paper takes the perspective of spatial structure to explore the evolution of power system, the mechanism and mode of action of urban spatial structure in the transition context, and select the city of Changsha as a case to specifically study the urban spatial structure optimization programs and practical measures. In theory, this paper has pointed out the power system of urban spatial structure evolution in transition that is the economic driving force, the government regulation force, the social organization force and the environmental constraints force; studied the mechanisms and manifestations of various transition elements like globalization information technology, market-orientation, urbanization and decentralization on the evolution of urban spatial structure. Empirically, this article put together the economic and social development status quo of Changsha City and transition trends and objectives; summarized the spatial development context and the historical path of Changsha, analyzed the spatial structure evolution patterns in quality and quantity. On the basis of contrast to the version of overall urban planning program, the paper suggested a optimization grogram of the "One axis, Two corridors and One belt" spatial structure, established five goals and planning principles of spatial planning, finally, discussed the policies and measures to achieve the optimization program based on actual situation.
