Study On The Management Model Of Public Letting House Of Urumqi

Urumqi Government names the indemnificatory housing which solve the “sandwich”problem of housing safeguards the “Public Letting House”. That is, the government providespreferential policies and limits the dwelling size and rents, the indemnificatory housing let toresidents have low-income or housing difficulties. Through the creation of Public LettingHouse policy, Urumqi preliminary realizes the “Seamless Connection” with low-rent house,economically affordable house, price-limited commercial residential building and shantytownstransformation, and constructs housing security system which covers all sides the residentswho have low-income and housing difficulties.By Basing on field research at Urumqi house property administration, and havingconsulted a number of materials,the author firstly elaborates on current situation andhistorical evolution of our country and Urumqi’s housing security system,as well as theconstruction thought and current framework of Urumqi’s housing security system. Thispaper focuses on analyze of Urumqi’s public letting house mode, takes Urumqi’s publicletting house in2011as an example, introduces in detail the administrative organization, theconstruct situation, operation mode of Urumqi’s public letting house system.This paper, from the two aspects of both at home and abroad, it puts emphasis onanalyzing the developed experience of Hong Kong’s Public Housing Policy and the publicletting house of “Chongqing mode” in civil, and is combined with relative public housingpolicy experience of Singapore and other developed foreign countries and regions overseas.It puts forward some thoughts which we can borrow from to develop our Public housingsystem. Finally, this paper discusses the recommendations of Urumqi’s public letting house’construction, put forward the idea of low-income family housing security system based onpublic letting house established.In the long term of Urumqi’s development, the two levels mode of economicallyaffordable housing and low-rent house can hardly form a perfect housing security system. Therefore, we should vigorously develop public letting house, and constantly improve themanagement and operation mechanism of public letting house, in order to consummate theexisting housing security system. This paper analyzes deeply into this new housing securitymode in many aspects, in hope to provide good proposal and thought to the construction ofUrumqi’s housing security system.
