| With the deepening of China’s electric power system, human resources management especially performance management has become a bottleneck to restrict the development of power supply enterprise. The establishment of a performance management system with both "effectiveness" and "suitability" will play a vital role to the overall development and a higher level in management of enterprises.Based on that, in this paper, issues related to the establishment of performance management system of power supply enterprise were targeted discussed from the aspects of both theoretical and practical application, combined with the author’s performance appraisal management practices in number of power supply enterprises and related businesses. The main study and achievement of this paper are as follows.Firstly, this paper put forward ideas to the construction of performance management system based on the analysis and diagnosis of the status of power supply enterprise.Secondly, it describes the management infrastructure needed to reinforce before building a performance management system in power supply enterprise.Thirdly, proposal the construction of a performance management model and indicator system for power supply enterprise integrated BSC, KPI and other methods under the guidance of development goals in the enterprise, and analyze the characteristics, structure and function of the model. Then, research and explore the construction of performance indicators, for which the fuzzy analytic hierarchy was applied to, and get the calculated results by comprehensive evaluation; to line losses administrator as an example for an empirical analysis.Finally, for how to implement performance management system effectively, described the implementation of key points and safeguards from the establishment of security system, effective bearer of the corporate goals, and establish the organic link between the performance management system with other management systems respectively, so as to provide a reference and ideas for the effective implementation of performance management system in power supply enterprise. |
