High and new technology enterprise is high technology industrialization and commercialization will, in order to profit for the purpose of organization. Compared with the traditional enterprise, the enterprise has the Characteristics of high innovative, high investment, high risk, high income etc. High and new technology enterprise is knowledge intensive technology-intensive economic entity, innovation is essential for the existence and development of the enterprise.And high quality employees are the subject of innovation, so how to attract good employees, how to develop employee talent, and how to make their knowledge constantly updated, how to continuously develop their inner potential, especially the development of the key employees who play a key role, and how to urge the ability to obtain the biggest play and continuously create the biggest benefit, is focal point of the process of enterprise development.From personal factors and factors of the organization, through the way of questionnaire survey, this article do some analyzes and sums up the factors that have influence on the construction of occupational ability of the high and new technology enterprise employee. In base of these factors, I put forward some corresponding countermeasures and suggestions, for giving some reference value to the enterprise.This article is divided into six chapters, including introduction, four main part of chapter and conclusion. The first chapter is an introduction, including the background and significance of the research, the main contents and methods, the innovation points. The second part of this paper is to introduce the related theory. The third part is case analysis, it is a company called "OTX". The fourth chapter is the focal point. Through the questionnaire survey and data analysis, I found the main factors that have influence on the construction of OTX employee’s career ability.Chapter5from the perspective of human resource management, and combining the front factor analysis, put forward some countermeasures for the construction of the professional ability. Chapter6is the conclusion of this paper.
