Land use/cover change affect structure and function of moving process for each land eco-system (land ecological process, such as energy exchange, hydrological cycle, soil erosion and accumulation, biogeochemical cycle and crop production). Especially, with the development of coal mining areas exerting a serious impact on land resources before and after mining, land use/cover change affects input, output and use of the energy and resource in all levels of eco-system within the areas, which will have great and profound influence on sustainable development of society as a whole. Therefore, based on land use/cover change, study on sustainable development of the coal mining areas should be currently one of the main LUCC researches.Under the basic national policy of establishing a resource-saving and environment-friendly society, it is very important for the development of the whole planned mining area how to protect the ecological environment, and achieve sustainable use of the natural resources as well as sustainable development of the whole society in the process of developing coal mining areas. The paper referring to land resource science, ecological economics and regional sustainable development theory as the theoretical framework, with the technological support of "3S"(RS, GIS, GPS), in the study analysis methods of Markov matrix and mathematical statistic, selecting Jincheng mining area in Shanxi province as the typical study area, Studies the interrelationship between land use/cover change and sustainable development of coal mining areas in the purpose of providing basis for scientific policy about sustainable development of our country’s coal mining areas. According to the purpose, Core contents of the paper include:1. Employing remote sensing data in1990,2000and2007as the main source of information, the paper carries out the quantitative analysis of remote sensing information combing function of GIS spatial analysis and predicts the type of land use applying Markov matrix to have a comprehensive characteristic study on land use/cover change of Jincheng mining area. The results mostly present in the changing degree of the type of land use, state of spatial and temporal transferring, and land use degree etc. predicting the developing trend of the type of land use with Markov model.2. From the viewpoint of eco-environmental effect of coal mining areas’ development, under the background of land use/cover change within the studied areas, the paper analyzes the effects of ecological environment in the process of developing coal mining areas, calculating in the method of El in technical specifications of ecological environment evaluation (trial), and analyzing according to the relevant results.3. According to the study results above all off eco-environmental effects caused by coal mining areas’ development, the paper provides scientific reference and suggestion for the future sustainable development policy of Jincheng mining area, putting forward scientific basis in the adjustment of developing strategy concerning the natural resources’ rational use.
