Eastern Airline Safety Management System (SMS)Problems And Risk Control Study

With the rapid development of civil aviation industry, the airdrome safety management played an increasingly important status and role. It means to request civil aviation enterprises to adopt a systematic safety management approach to identify hazards. Recently, many civil aviation enterprises gradually began to establish more scientific, more perfect and more system safety management system, namely security management system (SMS). SMS, converted from the tradition concept of civil aviation security management, became much more attention. It takes timely measures to restraint risks, conducts a continuous monitoring and assesses security level. The risk of accident and various incidental losses will be greatly reduced. So the performance of the civil aviation security management will be enhanced.Eastern airlines is domestic first real will SMS safety management system applied to the management of the airlines. They also established the basic framework of SMS safety management and realize the initial operation. But due to lack of experience, in the process of practice a lot of problems have arisen. The focus of our research is to get effective promotion of the SMS safety management system in the civil aviation, find out the problems in the practicing process of SMS application and set up a corresponding solve measures.In this paper, based on the introduction of the subject research background and significance basis, the analysis problems in the current air transport environment. We study the foreign aviation safety management system and the status quo of the development to comparing today’s China aviation industry, to advice the development of rationalization SMS safety management system. And as an example of eastern airlines SMS construction, this paper analyzes the present application situation of the SMS in China. According to deeply SMS implementation problems discussion, we set up corresponding measures to prevent risks. This paper is helpful for perfect the SMS safety management system and advice for the development of civil aviation.
