Evaluation And Research On Small And Medium-sized Private Ships In Yangtze River

Yangtze River, known as the "golden waterway", has favorable navigable conditions, which makes the southwest, central, east three economic zone organic connected. By virtue of the unique advantages and water transport capacity it plays an irreplaceable role in regional economic cooperation. In recent years, with rapid economic development, volume and turnover of cargo transportation of Yangtze River has exceeded the Mississippi and Rhine, which then becomes the first in the world. Over the years, the state invested heavily in building shipping infrastructure, the construction of the port, the regulation of channel, and achieved remarkable results. Entering the new century, the state implemented ship form standardization work in the Yangtze River, which has made tremendous achievements. It effectively improved the problems of the small average tonnage, messy ship forms, backward technology and poor safety performance of the Yangtze River ship, which then enhanced the competitiveness of the transport.Small and Medium-sized Private Ship is a concept extended in this article. It is a class of ship operated by the self-employed which is different from the ships that belong to the large and medium-sized shipping enterprises in the Yangtze River. These self-employed set the shipowners, captains and operators in one.They build and drive ships by themselves, take ships as home, and then engaged in cargo transportation business year-round along the Yangtze River. These ships are developing rapidly these years which has become a reckoned force in the Yangtze River. Small and Medium-sized Private Ship is the product of a shipping market economy, which has made great contributions to the Yangtze River shipping and regional economic development over the years. But the fact of backward technology and the safety risk is also can’t be ignored. In addition, their technical and economic characteristics are often neglected.This paper takes these ships as subject and makes analysis and evaluation from three angles of the economy, ship forms, security according to the information collected. Economy, according to the research information of CSC, this paper compared Small and Medium-sized Private Ships and similar ships of the CSC from three indicators such as construction costs, fuel costs, crew wage costs and then obtained conclusions that competition of Small and Medium-sized Private Ships is stronger than the similar ships of the CSC. Ship forms, comparing standard ship, this paper analyzed ship form characteristics of a typical Small and Medium-sized Private Ships, and extracted the characteristic parameters to make the economic feasibility of real ships. The result demonstrated that each characteristic can bereduce costs effectively in certain circumstances. Future design of similar ships can take these as references. Security, combined with the accident statistics and evaluation theory, this paper built safety assessment model, analyzed the reasons of the ship accidents, and then put forward some security measures and proposals.
