Trade cost was paid no attention by people in the traditional trade theory, as the development of international trade and the innovation of international trade theory; scholars have come to realize the importance of trade cost. In recent years, China’s foreign trade has maintained a booming trend, and the bilateral trade between China and ASEAN has also developed fast, the proportion of the bilateral trade in both total trades increased year by year. In2010, China-ASEAN Free Trade Area started up, further to promote the bilateral trade cooperation. Under the background of CAFTA, all kinds of the lower tariff barriers, the strengthening of cooperation, are directly related to the change of bilateral trade cost, and influence the development of bilateral trade.On the basis of the development status of China-ASEAN bilateral trade, this paper analyze the main factors of bilateral trade cost, and attempts to reference to the model method of estimating trade cost in recent years, through the improved gravity model to measure the China-ASEAN bilateral trade from1995to2010. The results show that bilateral trade between China and ASEAN have obviously decreased. On this basis, using the related data further to analyze the impact of trade costs on China-ASEAN bilateral trade, and carry on the experience analysis shows that, the decline of bilateral trade costs between China and ASEAN promote the development of bilateral trade, and from1995to2010, the average annual growth rate of China-ASEAN bilateral trade was24.4%, there was63.46%comes from the decline of bilateral trade cost. Finally, from the perspective of trade cost, to put forward the policy and suggestions to promote the development of bilateral trade between China and ASEAN:first, in transportation cost, strengthen the construction of China’s infrastructure to reduce the direct trade cost in the process of import and export; Second, in the policy barriers, using the advantage of the China-ASEAN low-tariff barriers, increasing the trade cooperation, optimizing China’s foreign trade policy, to improve the ability to deal with the non-tariff barriers; Third, for China and ASEAN, strengthen economic and trade cooperation, promote the readjustment of industrial structure, implement market diversification and product differentiation, in order to reduce the cost and invalid competition in the process; Finally, other costs also cannot be ignored, use all sorts of platform to promote the language cultural exchange in China and ASEAN countries, push the process of RMB internalization, promote the development of our country’s information technology, the communication technology and other modern technology, from various aspects to reduce the bilateral trade cost, so as to promote the development of bilateral trade.
