With the accession to the WTO, Chinese tobacco monopoly system will be gradually relaxed, and the future of our country nicotian market will be faced with fierce competition at home and abroad and challenge. In order to keep the tobacco industry rapid and healthy development and to change from the "tobacco country" to " tobacco power", the tobacco market oriented model of modern logistics should be established as soon as possible for the cigarette retailers, to firmly grasp the tobacco sales channels and to enhance the company core competition ability in the future, which can make Chinese tobacco company invincible.Guangxi tobacco company was established in1983. Over these years it has always adhered to accelerate the development as the theme and to enlarge the sales volume as the main assignment. It advances "tobacco quality" energetically and makes sales gross and tax benefit expand. But there are problems that can not be ignored. Logistics infrastructure is weak, and management compares extensive, and around the city branch development is not balanced and so on. These problems make the future development optimistic.This article focuses on the enterprise development strategy theory, and draw lessons from foreign development of tobacco logistics experience, and compare the domestic tobacco logistics development present situation. Through the Guangxi District tobacco company external environment and internal environment analysis, it tries to find the tobacco logistics development gaps and problems. And it uses PEST analysis, SWOT matrix analysis tool to make the overall development strategy for Guangxi Tobacco. Specifically, the strategy is made by using the integrated development strategy and through two stages:the first stage is implemented through the horizontal integration of enterprise internal logistics resource, to strengthen organization and leadership, standardize the work flow, improve the level of logistics; the second stage through vertical integration by joining the Guangxi tobacco industry, to achieve logistics integration, expand logistics scale, reduce logistics cost, enhance company competition ability. Finally, the article put forward the strategic implementation of safeguard measures, hoping to fundamentally improve the company’s logistics management level and service level, break the bottleneck and step into a higher level of development.
