Taizhou City is located in the central coast with about5.6million local people and1.5million or so migrant workers, which is a representative in certain degree of the eastern coastal developed areas. Up to now, there is little research specifically targeted Taizhou issue, and therefore the research on the supply and demand of rural surplus labor in areas with a large number of migrant workers must be of great significance both in theory and in practice.This paper, based on relevant theory at home and abroad, discusses the existing problems and cause in the supply and demand of rural labors of Taizhou city through theoretical analysis and empirical analysis. This paper consisits of five parts. The first part is the Introduction, which is mainly about the research background, research significance, research purposes, research ideas, research methods, etc.; the second part introduces a number of related theories, including the theory at home and abroad for labor transfer; the third part is about the status and problems of supply and demand of rural labor force in Taizhou, focusing on the existing issues reflected by the problems in Taizhou City, such as the current status of rural labor, rural labor transfer conditions, the characteristics of the transfer of rural labor, etc.; the fourth part analyses the causes of the problems; the fifth part draws conclusions, propose solutions to the problems related to the supply and demand of rural labor force issues in Taizhou; the last part eliterates the shortcomings of this.This study can be summarized as follows:1. After the analysis of the status and the transfer of rural labor force in Taizhou City, the paper points out that there is an increasing need indemand of the rural labor force; the rural labor force are relatively low-educationed and low-skilled; the rural labor cannot get enough employment information and transfer channels are primitive, the transfer is becoming more and more difficult; transfer policies and policy support are missing or inadequate; working conditions are poor and rights and interests need to be protected; new issues such as family and social problems have emerged.2. By analyzing achievements and shortcomings of rural labor transfer of Taizhou in recent years, the paper introduced four main problems,which caused the demand didn’t match the supply of rural labor force:First, uncoordinated urban and rural economic development policies led to a small employment spaces for rural labors;Second, policy on rural education and problems in training leads to low quality of rural labor force;Third, urban and rural sub-rule policies leads to low capacity force transfer and high cost.Fourth, governments have not paid enough attention to the services for migrant workers and a new family and social problems have emerged, which makes the transfer more difficult.Of the above-mentioned reasons, the urban and rural sub-rule policy is the most fundamental reason and the other three reasons such as education and training of rural backwardness, narrow channels of employment, high cost of transfer and poor rural self-absorption are the consequences of urban and rural sub-rule policy...
