Study On Financial Services Issues Of Farmers’Cooperatives In Laiwu City

In three decades from reform and opening up, there is a greatly improvement in the level of industrialization in China, there is a great advantage of social benefits of urban residents in compared with rural residents, so building a moderately prosperous society to achieve a balanced and harmonious society has become the focus of the party’s work. The breakthrough point of expanding domestic demand is the development of the rural areas, the Foundation support of achieving stable and rapid economic development is the development of agriculture, the emphasis and difficulties of protecting and improving people’s livelihood is improving the living standards of farmers. Therefore, to solve the "three rural" issue is related to the overall situation of building a moderately prosperous society. Then the development of agricultural economy is the key issues of rural development and farmers’ problem of plenty. The world agricultural development research shows that agricultural economy can be made by the rapid development of three elements of the effect and limitation:the property right, efficiency and organization. In1982, the establishment of the household contract responsibility system most of the land property rights clearly belong, and combined with scientific research institutions and agricultural technology department of agricultural science and technology research and promoting, has solved the agricultural economy in property and efficiency of the problem. For the organization,17th plenary meeting points out that "we should explore effective forms of collective economic operations, develop the farmers’ cooperatives, and support the industrialized operation of agriculture and leading enterprise development";17th plenary meeting puts forward "develop collective economy, enhance collective economic organizations and farmers cultivate service function, develop new cooperatives of various agricultural socialization service organizations, encourage leading enterprises and farmers to establish close benefit coupling mechanism, and to raise the degree of organization, a farmer in accordance with the service free, equal rights, democratic management requirements, support the farmers’cooperatives, make it be the leading farmers participate in market competition at home and abroad of modern agricultural management organization".In the21century, the severity of the "three rural" issue gets more and more attention from various circles of society, the central Government has began to support farmers’ cooperatives’construction and development. On October31,2006, the law of Farmers’ Cooperatives Act in china comes to the stage, showing that Chinese farmers’ cooperatives as the official form of rural economic organizations has received legal recognition. Furthermore, since the year of2004, there have been seven straight No.1files proposing requests to promote the development of farmers’ cooperatives. For example, to increase the demonstration to farmers’ cooperatives’ construction, to implement the law of Farmers’ Cooperatives Act in china, to support the farmers’ cooperatives, to speed up the development of the farmers’ cooperatives" etc. These preferential policy and financial support improve the development of farmers’ cooperatives to some extent., but there are so limited financial services in its development due to the cooperatives themselves and the influences of the external environment factors, and the development of cooperatives in health, rapid, efficient and sustainable efforts has been restricted seriously.The paper takes the in-depth and detailed study about the problems of the financial service demand and supply in the development of farmers’ cooperatives on the basis of the practical research an interview of farmers in Laiwu city. On the research ideas, firstly, the paper take in-depth research on domestic and abroad farmers’ cooperatives development, the finance, taxation and financial supporting policy and the supporting services, the paper gives some definitions and explanations about the farmers’ financial services, the risk prevention mechanisms in farmers’ cooperatives. Secondly, we give some definitions and explanations about the rural financial services of farmers’ cooperatives, the dialectical relationship between the correlation definition and interpretation in their development. We combines the situation of the demand and supply of farmers’ cooperatives developing in Laiwu city, discusses the present situation the main of the financial services, the situation of difference between supply demand of financial services, and the cause of the insufficient supply in the financial services in the development of farmers’ cooperatives the supply of financial services, on the basis of theoretical knowledge. According to the development of the cooperative financial services supply of problems, from perfect farmers’ professional co-operatives and improve rural financial service system, and give full play to the government’s service function and strengthen the rural financial services support the farmers’ professional co-operatives development of risk management, this paper puts forward the perfect farmers’ professional co-operatives development of rural financial service counter measures. In the conclusion of the study on the part of the paper summarizes and also points out the problems to be further studied. Finally, according to the problem of inadequate supply of financial services in the cooperative development, we propose some countermeasures to resolve the financial services issues of farmer cooperatives, for example, to perfecting farmers’ cooperatives, to improving the rural financial service system, to giving fully play of service function to the government, to strengthening the risk management of the farmers’ cooperatives and so on. In the conclusion of this study, we propose some issues needed further research.
