China's Urban And Rural Income Distribution Gap Measure And Analysis

In recent years, China’s urban and rural residents income gap problemincreasingly, has become the main economic development in our country, thecomprehensive construction well-off society’s significant problems. About theincome gap of residents in urban and rural areas in China, economic researchersfrom different angles, do the analysis and studies, and put forward their own policySuggestions. Fiscal policy is an important means of adjusting income distribution,appropriate finance-taxation policies to promote the increase in farmers’ income,narrowing the income gap between urban and rural areas. However, at present,China’s regulation of the gap between the urban and rural residents and the fiscal andtaxation policy is very limited, in the certain extent and expand the income gapbetween the urban and rural negative role. Therefore, the government mustre-examine current fiscal policy according to the urban and rural development, makeappropriate adjustments. Of course, narrowing the income gap between urban andrural residents is a system engineering, need to various social economic policy andcooperate with each other. This paper is focused on the analysis of the income gapbetween urban and rural residents and the cause of the finance and tax policy reasonand the gap of finance and tax measures, and briefly discusses the other reasons andcountermeasures.First of all, the paper on China’s urban and rural residents income distributiongap measure, summarized the income inequality determination criterion, and thegeneral measure method, through comparing chose to use of China’s urban and ruralstyles coefficient of the income gap decompositionanalytical. Found, the income gapbetween the urban and rural income gap of residents in our country is composed ofthe main reason, and the income gap between the trend has continued to expand.Next, this article from finance and tax factors, we analyzed the income gap betweenurban and rural areas in China, the reasons of the analysis of the main is found through two yuan financial investment system, such as two yuan tax system, and twoyuan education funds investment system, two yuan social security investment systemand two yuan infrastructure investment system. In addition, the financial system byitself, such as property and the consistency of unified transfer payment system andthe reasonable arrangement, constitute the income gap between big financial reasons.Then, this article summarizes the western countries adjusting income distributiongap measures, to Japan, the United States, the European Union, and other countriesof the urban and rural distribution policy analysis, found that western countries,mainly from the public’s products and services, financial support and the reform ofpublic finance system to realize the impartiality of the urban and rural incomedistribution. Finally, this paper discussed the idea of summary, puts forward thenarrow the income gap between the urban and rural fiscal policy, mainly includingthe urban and rural public service equal access, here includes both productive publicproducts including the equality of productive public product equal access, in additionto increasing agricultural investment and realize the financial guarantee of basicpublic services is also realize the effective measures in urban and rural income fair.
