The process of industrialization has been a triumph as well as the leading force topromote China’s economic growth. However, the bottleneck restraint and pressure ofresources and environment on China’s industrial development will becomeincreasingly pressing. Accordingly, we have to taken into account both pollutioncontrol and energy conservation.Based on the research of Total Factor Productivity (TFP), we join the fuelconsumption and environment pollution in the model of Data Envelopment Analysis(DEA) which is used to calculate the productivity. Applying SBM directional distancefunction and the input and output panel data of36industries from2003to2009, thisthesis measured the environmental efficiencies of each industry which could serve asproxies to weigh the coordination of the industries’ economic-development,resource-saving and environment-friendly and indicate each industry’s potential forpollution reduction. On the basis of relative theories and literature, Tobit model wasemployed to analyze each industry’s environmental efficiencies and their influentialfactors: structural factors, openness, average scale of industry and environmentalregulation. The structural factors include endowment structure, energy structure,ownership structure and industry inner structure. This thesis also shed some light on howeach influential factor affected environmental efficiency and what the impacts were.Empirical results showed the average environmental efficiency of the wholeindustry was0.6496. Under a given input of resources, the gross industrial output valuecould increase35.04%, and the emissions of sulfur dioxide had a space for furtherreduction of35.04%. The environmental efficiencies of most industries were too low tostay abreast of economic development and the growing calls of environmental protection.The industrial inner structure, ownership structure, average industrial scale, FDI andforeign trade openness had positive effects on environmental efficiency, while theimpacts of energy structure, environmental regulation on environmental efficiency werenegative. In line with the empirical results, policy recommendations were discussed.
