Land is an essential resource for human being. The quantity of per capita arableland in our country tended to decrease year by year, per capita arable land has less thanhalf the world average. So protection arable land, rational use of land resources isextremely important. For rational use of land resources, it is necessary to understandand dynamic monitor the present situation of land use, and to discover land useproblems.Based on the analysis of land use dynamic monitoring system’s function andcomposition structure, a new framework of land use dynamic monitoring system thatbased on RS and GIS is proposed in this paper. And the implementation of land usedynamic monitoring system is discussed too. The system is composed of the remotesensing information processing subsystem, the spatial information processing subsystemand the data processing subsystem. The major functions of this system include land-useinformation discovering, land-use change information extraction, spatial analysis ofland-use information, information storage and retrieval, visualization of land-useinformation, and etc. Compared with other similar systems, our system has someCharacteristics, such as the integration of RS and GIS, timely discovery land-useinformation, higher degree of data integration, and strong spatial analysis capability andso on.In this paper, the knowledge associated with our system is described firstly, andthen the design of the whole system is discussed, finally each subsystem’s requirementsanalysis, system design, system implementation are given. At the same time, someexamples are given to illustrate how the system works and what results will be gotten.The results show that this system can process remote-sensing image effectively, candetect land-use change information timely, and can extract land-use change information.
