Nowadays, with the rapid development of urbanization in our country, the demand of urban infrastructure construction has increased greatly. The urban infrastructure construction which plays an irreplaceable role in urban development is not only the essential material basis for the urban residents’ living and development, but also a way to improve their living standard. Under these circumstances, the municipal project enterprises which provide the urban with the infrastructure construction service play a very important role. However, whether the projects’ deliverable is good or not depends on the level of their project management. Although the level of our country’s project management has improved a lot, the municipal projects’ enterprises come across many problems in the construction period of the project, such as construction delay, inferior quality, overspend and so on.The paper takes the mechanism of management and control as the research object. From the aspects of process and project management life circle, this paper probes the mechanism of management and control based on process in municipal projects. In the first instance, this paper provides the literature review of process management, project management and control and project management life circle. Given the characters of municipal projects and key factors in the management and control of municipal projects, this paper systematically studies the problems in the control and coordination of municipal projects through the view of schedule, quality, cost and risk. Then this paper gives detailed analysis on process management of the municipal projects, and by using the overall process management, business process management, task process management, it establishes the process management system of the projects. Based on the process management, the paper builds the control system of the process management by analyzing the input, output, circumstances that exist in the municipal projects. According to project process of management and control and the related theories and methods, this paper puts forward the implementation principles and methods of the mechanism of management and control based on the process in municipal projects. On this basis, from the aspects of organizational mechanism management, human resources management, and performance management of municipal projects, this paper explores the way to make it in municipal projects. The main innovations are as follows:firstly, by using the overall process management, business process management and task process management, this paper establishes the process management system of the projects. Secondly, this paper establishes comprehensive evaluation index of management and control of municipal projects from three dimensions—the benefit, efficiency and adaptability, so it is convenient to carry on quantitative evaluation. Thirdly, from mechanism of project organization management based on process in municipal projects, the project human resources management based on the role, and the project performance management based on the systematic thinking, this paper systemically analyses the implementation of management and control of municipal projects.This paper puts forward the municipal engineering projects for process design and realizes the security mechanism. This new train of thought and method makes up for the blank area of the field, which also perfects the existing project management theory systems. It also plays an important role in the development of municipal project enterprises. In addition, this method can also be appropriately extended and applied in some similar projects, which will lead to great simulative effect on the development of our society and economics.
