| China’s urbanization process is speeding up, all the appearances of the metropolitan area not only make the urban regional spatial form and scale occur restructuring, but also make the new demands and challenges of the traditional urban administrative management. How to achieve mutual benefit from the cooperation between the local governments, how to promote the regional integration? In the1990s, the "new regionalism" theory provides new direction in solving these problems.This article is from the analyzing perspective of governmental coordination, that is the metropolitan government theory, multi-agency management theory, and the "new regionalism" theory. On the basis of theoretical discrimination, draw out the origin of new regionalism theory, its main content and the applicability in China. Then analyze the current situation of the cooperation, and discuss the application and limitations of the traditional administrative division adjustment.Concluding that the "new regionalism" theory provides a new angle for the study of relationship between local governments. The local governments should realize the changes as follows to achieve a win-win situation:from the structure reform to governance reform, from almighty government to limited government, from selfishness to public welfare, and from disorder of the competition to collaborative development between center urban and surrounding areas.This article mainly adopts literature information access, comparative analysis and other methods, hoping to provide constructive ideas in the research of governmental cooperation. The highlight of the article is to analyze function orientation and adjustment of the local governments in the process of regional integration. The governing of multiple subjects compresses the governance space and self-serving appeal of the local governments in metropolitan areas, and forces the local governments to make function changes, so this theory provides a powerful guidance to optimize and improve relations between local governments. |
